Westhaven public housing

Built in 1965 on Hardy Drive, Westhaven is the oldest public housing community in Charlottesville's redevelopment authority portfolio — 126 units that exist because Charlottesville leaders chose to demolish Vinegar Hill, a historically Black neighborhood, and relocate its families here. The neighborhood absorbed residents displaced from Vinegar Hill and from two other Black communities, Cox's Row and Echo Lane. Redevelopment is now underway.
